2. OPEN ACCESS POLICY
The Journal of Modern Health and Rehabilitation Sciences (JMHRS) is committed to the principles of open access as defined by the Directory of Open Access Journals (DOAJ). All articles published in JMHRS are freely and immediately available online to the public without any subscription or registration barriers.
Under the Creative Commons Attribution-NonCommercial 4.0 International License CC BY-NC 4.0, readers are permitted to read, download, copy, distribute, print, search, or link to the full texts of articles, as well as adapt the work for non-commercial purposes, provided proper credit is given to the original author(s) and the source. By adopting this policy, JMHRS ensures global accessibility, fosters knowledge dissemination, and supports the advancement of evidence based healthcare and rehabilitation practices.
3. PEER REVIEW POLICY
3.1. Understanding Our Peer Review Approach
The Journal of Modern Health and Rehabilitation Sciences (JMHRS) follows a rigorous double-blind peer review process to ensure unbiased, transparent, and high-quality evaluation of all submitted manuscripts. This process upholds academic integrity, promotes fairness, and ensures that only research of the highest scholarly value is published. All submissions are first screened by the Editor-in-Chief or assigned editors for scope, originality, clarity, and compliance with JMHRS guidelines before peer review.
3.2. Peer Review Workflow
- Initial Screening
Editors assess submissions for relevance to the journal’s scope, originality, methodological soundness, and adherence to submission guidelines.
Manuscripts that do not meet these criteria are returned to authors without external review.
- Expert Peer Review
Qualified reviewers with subject-matter expertise are assigned, typically two independent reviewers.
Reviewers remain anonymous to authors, and vice versa, maintaining a double-blind process.
Reviewers evaluate scientific rigor, methodology, data accuracy, clarity of presentation, and relevance to the field.
- Reviewer Feedback and Editorial Decision
Authors receive constructive feedback from reviewers along with the editorial decision.
Decisions may include acceptance, minor revisions, major revisions, or rejection.
Authors must respond to reviewer comments in a timely and professional manner.
- Revisions and Re-Review
Revised manuscripts may be re-evaluated by the original reviewers or new reviewers depending on the extent of revisions. Editors ensure that revisions adequately address reviewer concerns.
- Final Acceptance and Publication
Once all feedback has been addressed, the Editor makes the final decision for acceptance. Minor formatting or stylistic edits may be applied to conform to the journal’s standards before publication.
3.3. Roles and Responsibilities
Authors: Submit original, ethical, and scientifically sound work; respond promptly and professionally to reviewer feedback; ensure compliance with journal policies.
Reviewers: Provide objective, constructive, and timely assessments of manuscripts; maintain confidentiality and avoid conflicts of interest; support the integrity of published research.
Editors: Oversee the review process, ensure fairness, and make final publication decisions; may assign additional reviewers or request revisions to uphold quality and integrity.
3.4. Review Standards and Integrity
Scientific Rigor: Manuscripts are evaluated for methodological robustness, clarity of results, and reproducibility.
Transparency and Fairness: Editors and reviewers must avoid personal bias, conflicts of interest, or discriminatory practices.
Timeliness: Reviewers are encouraged to complete evaluations within a standard timeframe to facilitate prompt editorial decisions.
Ethical Compliance: Manuscripts are checked for plagiarism, ethical approval for human or animal research, and proper authorship attribution.
Collaborative Oversight: Editors and reviewers work together to ensure that published research meets international academic and ethical standards.
3.5. Acceptance and Rejection Criteria
Acceptance Criteria
A manuscript will be considered for publication if it:
Addresses a clear and relevant research question.
Demonstrates sound methodology and analysis.
Presents results clearly with appropriate figures and tables.
Complies with all ethical, editorial, and journal guidelines.
Cites relevant and balanced literature.
Rejection Criteria
A manuscript may be rejected if it:
Lacks a valid research question or is methodologically flawed.
Fails to comply with journal policies, including ethical standards.
Contains plagiarism or unapproved human/animal research.
Presents data, conclusions, or references inaccurately.
Exhibits poor writing quality or substandard presentation.
Manuscript/Article processing duration is approximately (3 to 4 months) till publication online.
This policy ensures that JMHRS maintains a fair, transparent, and high-quality peer review system that supports academic excellence and advances research in health and rehabilitation sciences.

5. ORIGINALITY AND PLAGIARISM POLICY
The Journal of Modern Health and Rehabilitation Sciences (JMHRS) follows the plagiarism guidelines of ICMJE, COPE, and HEC Pakistan. All manuscripts are checked through Turnitin, and a similarity index above 19% must be corrected before further processing. Authors are encouraged to review these guidelines at www.icmje.org and www.hec.gov.pk.
JMHRS follows a zero tolerance policy for plagiarism. JMHRS does not accept any form of plagiarism, including copying, improper paraphrasing, self-plagiarism, or duplicate submission. Authors are fully responsible for ensuring originality and proper citation of all sources.
If plagiarism is detected, the journal will take immediate action. Before publication, the manuscript will be paused or rejected, and authors will be required to provide a satisfactory explanation. After publication, the article may be retracted, the authors may be blacklisted, and relevant institutions, including HEC, the authors, university, and other journal editors will be notified. JMHRS also reserves the right to verify originality through national and international plagiarism checking bodies.
Authors are responsible for ensuring that all submitted work is original and properly cited. By submitting a manuscript to JMHRS, authors confirm that the content is free from plagiarism, has not been previously published, and is not under consideration by any other journal. Authors are fully accountable for the accuracy, integrity, and ethical compliance of their work.
6. AUTHORSHIP CRITERIA
The Journal of Modern Health and Rehabilitation Sciences (JMHRS) follows the International Committee of Medical Journal Editors (ICMJE) guidelines to determine authorship. Only individuals who meet all required criteria for authorship should be listed as authors.
Author details must not be included in the main manuscript file to ensure a double-blind review. Authors should download and complete the Authorship Letter and upload it as a separate document along with the manuscript during submission.
At the time of submission, authors must provide a complete and final list of contributors, including their full names, institutional affiliations, email addresses, and contact numbers. The order of authors should reflect the level of contribution and must be agreed upon by all authors before submission. The order of authors should be carefully verified. Any request to add, remove, or change the order of authors after submission must be justified, approved by all authors, and authorized by the Editor-in-Chief.
According to the ICMJE recommendations, authorship must be based on all four of the following criteria:
- Substantial contributions to the conception or design of the study, or the acquisition, analysis, or interpretation of data.
- Drafting the manuscript or critically revising it for important intellectual content.
- Final approval of the version to be published.
- Accountability for all aspects of the work to ensure accuracy, integrity, and resolution of any concerns.
JMHRS allows up to six authors for single-institution or single-discipline studies. For multi-institutional, multi-disciplinary, or international collaborations, the Editorial Board may provide guidance on a case-by-case basis.
Gift, honorary, or guest authorship is strictly discouraged. Activities such as supervision, data collection, statistical support, or language editing alone do not qualify an individual for authorship. All listed authors should meaningfully contribute to the scholarly work in accordance with the above criteria. Individuals who do not meet all authorship criteria (e.g., those providing technical support, general supervision, funding acquisition, or administrative assistance) should not be listed as authors but acknowledged separately.
7. PUBLICATION FEES AND WAIVER POLICY
The Journal of Modern Health and Rehabilitation Sciences (JMHRS) is an open-access journal that supports its publishing operations through modest publication fees. These fees cover editorial management, peer review, digital archiving, indexing, and the ongoing online availability of published content.
- Article Processing Charges (APCs): No any
- National Authors (Pakistan): PKR 10,000 per accepted article
- International Authors: USD 150 per accepted article

⚠️ Note: Submission is free of charge. APCs are applied only after the final acceptance of the manuscript.
How do I pay APC? The author will receive an invoice and instructions after the letter of acceptance.
- Waivers and Discounts
JMHRS is committed to supporting authors who may face financial constraints. Full or partial fee waivers may be granted to authors from low-income or resource-limited countries (as defined by the World Bank), early-career researchers or postgraduate students with limited funding, and in exceptional cases at the discretion of the editorial board. Waivers may also be considered for authors from the same institution or those experiencing financial difficulties. Requests for waivers should be submitted at the time of manuscript submission, accompanied by a brief justification.
- Transparency and Ethics
Waiver requests are evaluated independently of editorial decisions to ensure fairness and impartiality. The ability to pay publication fees does not influence the acceptance or rejection of a manuscript.
8. SOURCE OF FUNDING
If authors are using any kind of research grant in their study, it must be disclosed and properly declared. Also mention its spending accurately. State “none to declare” in another case. Editors must ensure that funding sources do not influence editorial decisions.
9. WITHDRAWAL POLICY
Pre-Publication Withdrawal: Authors may request withdrawal of a manuscript during the review process by submitting a formal request via email, signed by all co-authors. Approval is at the discretion of the editorial office.
Post-Publication Withdrawal: Once published, articles are part of the permanent scholarly record. Withdrawals after publication are permitted only in exceptional circumstances and require editorial approval.
Important: Without a formal approval of withdrawal, a manuscript is not considered withdrawn. Submission of the same manuscript elsewhere without confirmed withdrawal is considered unethical.
Version of Record: Once an article is published, the Version of Record remains permanently accessible. Any retraction, correction, or update is clearly indicated to preserve transparency and trust in the scholarly record.

10. ETHICAL GUIDELINES
10.1. Ethics and Malpractices Statement
The Journal of Modern Health and Rehabilitation Sciences (JMHRS) is committed to upholding the highest standards of ethical behavior at all stages of the publication process. Adherence to ethical standards is expected from all parties involved, including authors, editors, and reviewers. JMHRS maintains rigorous peer review procedures combined with careful editorial oversight to ensure that only research of the highest quality is accepted for publication. The following ethical and malpractice statements outline the responsibilities of all stakeholders and ensure compliance with internationally accepted guidelines for ethical and culturally competent research.
Publication Ethics: JMHRS adheres to the COPE, ICMJE, and DOAJ guidelines. Authors, editors, and reviewers are required to maintain the highest ethical standards in research and publishing.
10.2. Responsibilities of the Editors
The Editors of JMHRS are responsible for evaluating all submitted manuscripts solely on academic merit, considering factors such as significance, originality, relevance, clarity, and timeliness. Editors do not consider the author’s race, gender, sexual orientation, ethnic origin, language, citizenship, religious beliefs, or institutional affiliation. Key responsibilities of the Editors include:
- Maintaining the integrity of the published record by issuing corrections, retractions, or amendments when necessary.
- Investigating suspected research and publication misconduct.
- Preserving the confidentiality of all submitted manuscripts, information about submissions is disclosed only to the corresponding author, assigned reviewers, editorial advisers, and the publisher, as required.
- Avoiding personal use of unpublished material disclosed in manuscripts.
- Ensuring that manuscripts meet JMHRS formatting and language quality standards prior to peer review.
- Overseeing a fair and rigorous double-blind peer-review process, selecting reviewers based on expertise relevant to the manuscript.
- Ensuring at least one reviewer is familiar with the country or region of the study and including both national (local) and international reviewers of reputable academic standing.
- Managing conflicts of interest: manuscripts involving editors or conflicts with editors are assigned to another editorial member.
- Requesting disclosure of competing interests from all contributors and publishing corrections if such interests are revealed post-publication.
- Ensuring that editorial board members have recognized expertise and an international reputation in their field.
- Making final decisions on publication based on the validation of the research, reviewers’ comments, relevance to the field, and compliance with legal and ethical standards (e.g., copyright, plagiarism, libel).
- Consulting with editors, advisors, and reviewers as part of the decision-making process.
10.3. Responsibilities of the Reviewers
Reviewers play a critical role in maintaining the quality of JMHRS. Their responsibilities include:
- Declining to review if they feel unqualified or unable to complete the review promptly.
- Treating all manuscripts as confidential documents.
- Conducting objective, constructive, and clear double-blind peer reviews, supporting their evaluations with arguments and evidence.
- Identifying relevant literature that has not been cited by the authors.
- Refraining from using unpublished material from submitted manuscripts in their own research without explicit written consent from the author(s).
10.4. Responsibilities of the Publisher
CRRC Publisher, in collaboration with JMHRS Editors, ensures:
- Prompt action in cases of proven or alleged misconduct, including correction, clarification, or retraction of manuscripts.
- Permanent availability and preservation of scholarly research, ensuring accessibility through digital archives and partnerships.
- Immediate correction of inaccuracies, misleading information, or errors in published articles.
- Forwarding all complaints to the Editor-in-Chief, who is responsible for thorough investigation, regardless of the complainant’s identity.
10.5. Responsibilities of the Authors
Authors are expected to uphold the highest standards of research and publication ethics. Responsibilities include:
- Ensuring manuscripts are reviewed or edited by a competent English language expert before submission.
- Following the latest referencing and citation guidelines
- Providing accurate in-text citations and a complete reference list.
- Ensuring the manuscript is not submitted elsewhere simultaneously.
- Disclosing any conflicts of interest among authors.
- Avoiding plagiarism and properly citing all data, ideas, or text sourced from others.
- Adhering to international standards of research ethics.
- Providing complete affiliation details for all authors.
- Granting JMHRS the right to circulate the article and derivative works (e.g., translations) through a signed agreement.
- Thoroughly reviewing the author guidelines and ensuring that all submission requirements and ethical standards of JMHRS are met before submission.

Open Access Licensing:
JMHRS operates under the Creative Commons Attribution 4.0 International License (CC BY 4.0). Authors are granted the right to make their articles publicly available in line with this license, without any embargo period.
Re-use and Distribution:
Authors publishing under the CC BY 4.0 license may share and distribute their articles on non-commercial websites and repositories, provided that proper attribution is given to JMHRS as the original source.
Cross-Linking:
To enhance visibility and accessibility, authors are encouraged to cross-link their deposited articles to the original publication in JMHRS by including the article's DOI or URL in both the repository and the original publication.
Version of Record:
Authors should deposit the Version of Record, which is the final published version, in repositories. It is important to include the DOI or URL for proper citation and access to the article.
Repository Policy Stages:
Preprints: Authors may share the original submitted version of an article, prior to peer review, as a preprint online without attributing JMHRS as the source.
Post-Acceptance: Once an article is peer-reviewed and accepted for publication, it must be clearly identified as originating from JMHRS. Accepted articles should not be made available online as preprints without acknowledging JMHRS as the source of acceptance for publication.
By adhering to this repository policy, authors support the broad dissemination of their research while ensuring proper attribution and compliance with open access principles. JMHRS values the role of authors in advancing scholarly communication and encourages the responsible sharing of their work.
14. ETHICAL REVIEW COMMITTEE APPROVAL
Ethical approval is mandatory for all research conducted prior to publication in the Journal of Modern Health and Rehabilitation Sciences (JMHRS) to ensure responsible conduct and the protection of participants’ rights. Researchers are required to submit their study proposal to a recognized ethics review board, which evaluates the scientific soundness, methodological rigor, and societal justification of the research. The board ensures that potential risks to participants are minimized and outweighed by the anticipated benefits, and that participants are fully informed about the study’s purpose, risks, and benefits before providing consent. It also ensures that participants retain the right to withdraw from the study at any time without any consequence. Ethical approval is granted only after these criteria are met, allowing the research to proceed in accordance with established ethical standards.
Manuscript Submission Requirements:
When submitting a manuscript to JMHRS, researchers must include a statement in the “Materials and Methods” section confirming that their research was conducted ethically and that ethical approval was obtained from an Ethics Review Committee (ERC). The statement should also specify the name of the ERC and the ethical approval number.
Additionally, JMHRS requires researchers to attach a copy of their ERC approval letter with their manuscript submission.
15. DISCLOSURE AND CONFLICT OF INTEREST POLICY
The Journal of Modern Health and Rehabilitation Sciences (JMHRS) is committed to transparency and requires all authors to disclose any potential conflicts of interest that could influence, or appear to influence, their submitted manuscript. A conflict of interest may arise from financial relationships, professional affiliations, personal beliefs, or any circumstance that could bias the research process or its interpretation. Examples include receiving consultancy fees, research funding, employment or affiliation with related companies, ownership of stocks or shares, or receiving travel reimbursement or honoraria related to the submitted work. Any interest that a reasonable reader might consider relevant must be declared before a manuscript is accepted for publication.
Manuscripts are evaluated fairly, and a declared conflict does not automatically result in rejection. Authors are not required to disclose confidential financial details, but they must ensure all necessary declarations are made in accordance with journal policy.
During submission, authors must confirm through the Author Agreement Form that:
- All forms of financial support have been appropriately acknowledged.
- Any commercial or financial involvement that may pose a conflict has been recorded.
- Any potential conflict has been discussed with the Editor to determine whether it should be disclosed in the manuscript.
- No agreements have been signed with sponsors that restrict the publication of results, positive or negative or require sponsor approval prior to submission.
- The manuscript complies with all requirements stated in the JMHRS Manuscript Submission Guidelines regarding conflict-of-interest declarations.
Authors must include a “Declaration of Conflicting Interests” section at the end of the manuscript, after acknowledgements. If no conflicts exist, the statement should read:
“The author(s) declare(s) that there is no conflict of interest.”
These same standards apply to editors, guest editors, and peer reviewers involved in the handling or evaluation of manuscripts for JMHRS.
16. OPEN JOURNAL SYSTEMS & PUBLIC KNOWLEDGE PROJECT (PKP/OJS)
This journal uses Open Journal Systems 3.4.0.7, which is open source journal management and publishing software developed, supported, and freely distributed by the Public Knowledge Project under the GNU General Public License. The Public Knowledge Project (PKP) Preservation Network (PN) offers preservation services for the Journal of Modern Health and Rehabilitation Sciences (JMHRS) and other Open Journal Systems (OJS) journals that meet specific criteria:
The PKP PN provides preservation for any OJS journal that has an ISSN, has published at least one article, and is currently running OJS 3.4.0.7.
Journal managers of JMHRS register the journal for inclusion in the PKP PN by enabling the dedicated plugin in their OJS instance and accepting the terms of the Preservation Agreement. The registration process automatically verifies if JMHRS fulfills the minimum inclusion requirements.
This network preserves the original journal content produced by OJS’s standard export tools, ensuring long-term accessibility. Additionally, the system automatically harvests new content from registered journals, minimizing manual intervention at PN member sites and streamlining the preservation process.

18. ARCHIVING POLICY
The Journal of Modern Health and Rehabilitation Sciences (JMHRS) is committed to ensuring the long-term preservation, accessibility, and security of all published content. To safeguard the scholarly record, the journal uses multiple internationally recognized digital preservation systems.
- PKP Preservation Network (PKP PN)
JMHRS participates in the Public Knowledge Project Preservation Network (PKP PN), a free preservation service designed for Open Journal Systems (OJS) journals that meet the eligibility requirements. The PKP PN ensures decentralized, distributed preservation of journal content through a global network of servers.
Note: The PKP PN plugin for OJS 3.4 is currently under development and will be released soon in the official Plugin Gallery. JMHRS will enable full integration once available.
- LOCKSS (Lots of Copies Keep Stuff Safe)
To enhance preservation security, JMHRS utilizes the LOCKSS system, an open-source digital archiving technology that enables libraries worldwide to create permanent, authenticated copies of journal content. Through its integration with Open Journal Systems (OJS), LOCKSS ensures long-term digital preservation, protects against data loss, and maintains access continuity even in the event of system failures. Journals included in the Global LOCKSS Network or an approved Private LOCKSS Network benefit from added redundancy and strengthened content security.
- CLOCKSS (Controlled Lots of Copies Keep Stuff Safe)
JMHRS also supports the CLOCKSS initiative, a community-governed partnership between publishers and libraries that ensures long-term preservation of digital scholarly content and provides open access in the event of trigger situations, such as journal discontinuation. Participation in CLOCKSS requires a formal agreement with the CLOCKSS Archive. Journals preserved through CLOCKSS benefit from a secure, decentralized archiving system, dark archiving until content is triggered for public release, and independent preservation oversight. - Commitment to Preservation
Through the combined use of PKP PN, LOCKSS, and CLOCKSS, JMHRS ensures the permanent preservation of published articles, strengthened through redundancy across distributed global networks. These systems guarantee long-term accessibility regardless of technical failures and safeguard the scholarly record for future generations. 19. RETRACTION AND CORRECTION POLICY
The Journal of Modern Health and Rehabilitation Sciences (JMHRS) is committed to maintaining the integrity, accuracy, and transparency of the scholarly record. In line with COPE guidelines, the journal may issue retractions, corrections, or withdrawals to ensure ethical and reliable publishing practices.
19.1. Retractions Policy
A published article may be retracted if:
- There is clear evidence of plagiarism, data fabrication, or falsification.
- The findings have been previously published elsewhere without proper citation or disclosure.
- Research violates ethical standards, such as lack of informed consent or unethical use of animals.
- Significant conflicts of interest were undisclosed, affecting the interpretation of the work.
Process: - The decision to retract is made by the Editor-in-Chief after a thorough investigation.
- Authors are informed prior to publication of a retraction notice.
- A retraction notice will be linked to the original article, which will remain accessible but clearly marked as “Retracted.”
19.2. Corrections (Errata / Corrigenda) Policy
Corrections are issued for errors that do not compromise the validity of the research:
Erratum: For errors introduced by the journal (e.g., typographical or formatting mistakes).
Corrigendum: For author errors (e.g., incorrect affiliations, minor methodological details).
Corrections are promptly published and linked to the original article, with a clear explanation of the nature of the correction.
Expressions of Concern: If serious ethical or scientific concerns are raised but conclusive evidence is not yet available, JMHRS may issue an Expression of Concern pending investigation. These notices are linked to the original article and updated as investigations progress.
The journal follows the CrossMark policy for version control, ensuring readers can access the most current and authoritative version of an article, along with any corrections, retractions, or updates.
